This is an independent, strictly noncommercial public-interest project documenting one ghost-student federal student-aid identity-theft case at Normandale Community College, in the Minnesota State system. It is not affiliated with, operated by, or endorsed by Normandale or Minnesota State; the college's official site is normandale.edu. Nothing here is for sale, including these domain names, and the only asks are a root-cause analysis and release of the records to me as the data subject. It is written by Jacob Rosenbacher, the victim in the case — his own first-person account is on about Jacob Rosenbacher. This site was published without my name until KSTP 5 Investigates' Aug. 24, 2026 report identified me on the record; that report is linked from the timeline. It exists so the next victim does not have to start from nothing.
Is normandale.net the real Normandale Community College website?
No. normandale.net is an independent, strictly noncommercial site published by Jacob Rosenbacher, an identity-theft victim, documenting a ghost-student federal student-aid case.
It is not affiliated with, operated by, or endorsed by Normandale Community College or Minnesota State. The college's official website is normandale.edu. The domain exists because this site is criticism and documentation about that institution, and it names its subject the way a critic or a journalist does: the homepage is an original parody of an invented college system, and every case fact sits on the documentary pages behind it. Nothing on this site is for sale — not products, not services, and not these domain names.
Why does this site exist?
So other victims can find a working playbook, so the record is public and citable, and so one specific legal gap gets closed: a citizen cannot freeze federal student aid against their own Social Security number the way they can freeze their credit.

- A public, citable record. Journalists and legislators working on ghost student fraud should have a documented, sourced case to point to: what happened in the Normandale ghost-student case, dated event by event, and how a fraudulent application got approved. Every negative statement here is a documented fact traceable to a source, a verbatim quote with its date, or an opinion clearly labeled as mine.
Institutions are referred to by role or office rather than by the names of individual front-line staff, and quotations are exact and dated.
On Aug. 24, 2026, KSTP 5 Investigates' report on this case identified me on the record; the report and the institution's on-record response are quoted on the timeline. The record now carries my name — see about Jacob Rosenbacher — and the earlier version of the why page, with its two July videos, is kept unchanged on the archive page.
